Making some adjustments to wind speed

In my situation the GDAS met data overestimate the wind speed compared to the actual wind speed. Is there a way to alter the GDAS data for one location over a short period in a simple way, without having to run the Fortran routines? The manual option in HYSPLIT works well and allows for the reading into the metdata from a txt file but the number data is limited to 4 (WD, WSp, MixL, and Stability).
